Scholarship Description
Since 2009, the DAAD programme "Public Policy and Good Governance” (renamed Helmut-Schmidt-Programme in 2016) is supporting future leaders from Africa, Latin-America, South-Asia, Southeast-Asia and the Middle-East who want to promote democracy and social justice in their home countries.

The programme offers very good graduates the chance to acquire a Master’s degree in Master programmes of particular relevance for the social, political and economic development in the students’ countries of origin at German institutions of higher education.

Besides supporting Good Governance and civil society structures in selected partner regions, the PPGG-programme also contributes to the internationalisation of the participating German universities and provides the German fellow students with insights into the world beyond Western industrialized countries.

Eligibility
The scholarship targets very well qualified graduates with a first university degree (Bachelor or equivalent) who in the future want to actively contribute to the social and economic development of their home countries. The scholarships are offered both for young graduates without professional experience and for mid-career professionals.

Selection criteria:
The main DAAD criteria for selection are: the study results, knowledge of English (and German), political and social engagement, a convincing description of the subject-related and personal motivation for the study project in Germany and the expected benefit after the return to the home country.

The university degree should have been obtained during the six years before the application for the scholarship. Applicants cannot be considered if they have been in Germany for more than 15 months at the time of application.

All Master courses have further additional requirements that must be fulfilled by the applicants at any case.

Citizens of countries in Africa, Latin-America, South-Asia, Southeast-Asia and the Middle-East (see list of eligible countries (pdf)

Participating Institutions / Fields of study
The scholarships are awarded for selected Master courses at German institutions of higher education listed below:
  1. Hertie School of Governance, Berlin: Master of Public Policy (MPP) 
  2. University of Duisburg-Essen: MA Development and Governance 
  3. Willy Brandt School of Public Policy at the University of Erfurt: Master of Public Policy (MPP) 
  4. Leuphana University of Lüneburg: Public Economics, Law and Politics (PELP) 
  5. Hochschule Osnabrück: Management in Non-Profit Organisations 
  6. University of Osnabrück: Master of  Democratic Governance and Civil Society 
  7. University of Passau: Master of Governance and Public Policy 
  8. University of Potsdam: Master of Public Management (MPM)
The courses have an international orientation and are taught in German and/or English with a 4 semester programme duration, except at Universität Duisburg-Essen and Universität Potsdam, which both have a 2 semester duration.

Please make sure to scrutinize the admission requirements of the Master course of your choice. The DAAD scholarship will only come into effect if you are admitted to the selected Master course. For this purpose you might be asked to submit further documents at a later stage of the process.

Scholarship benefits
DAAD scholarship holders are exempt from tuition fees. DAAD pays a monthly scholarship rate of currently €750. The scholarship also includes contributions to health insurance in Germany.

In addition, DAAD grants an appropriate travel allowance and a study and research subsidy as well as rent subsidies and/or allowances for spouses and/or children where applicable.

Method of Application
Please submit your applications for the selected Master courses and for the DAAD scholarship to the respective universities only (not to DAAD). Please fill in the DAAD application form by indicating your desired priority of study courses. DAAD cannot consider incomplete applications.

DEADLINES:
The application period at all 8 universities is from 1 June – 31 July 2017.
