Scholarship Description
The Scholarships Secretariat was established in January, 1960 as an extra-ministerial body under the Office of the President. Its main object was to administer and exercise central control over scholarship awards, for manpower development so as to ensure effective manpower support for the various national development programmes.
Its mission statement is that it "... exists to utilize Government funds, GETFund and Donor support, for the provision of scholarship to brilliant but needy students and qualified workers at a minimum assess cost for human resource development for the purpose of national growth and development."
The Functions of the Scholarships Secretariat include the following:
- Administration of various Government scholarships tenable in Ghana and overseas, namely,
- Ghana Government scholarships tenable in local universities and other tertiary institutions and second cycle institutions (including Northern extraction scholarship scheme).
- Ghana Government scholarships tenable overseas.
- Awards offered to Ghana by Commonwealth countries under the Commonwealth Scholarship and Fellowship Plan (CSFP).
- Ghana Government awards to students from other commonwealth countries under the CSFP.
- Scholarships offered to Ghana by Foreign Government and other international organizations.
- Ghana Government awards to citizens of other African states tenable in institutions in Ghana.
- Compilation and maintenance of records of candidates awarded scholarships
- Providing financial assistance for private students abroad who are in hardship and distressed economic circumstances. The relevance of courses as being critical for national development and the prospect of scholars returning to Ghana to serve upon completion, are taken into account. Support is mostly in the form of one-time cash payment and is subject to availability of funds.
- Counseling of private students wishing to study overseas and assisting them to procure visas by issuing them with letters of introduction.
- Ensuring through the respective Ghana Missions abroad, the welfare of all sponsored students through the transfer of funds for their upkeep.
- Arranging reception for all returning sponsored students and also assisting in the clearance of their personal effects.
- Monitoring to ensure that scholarship fund paid beneficiaries are properly utilized.

SCHOLARSHIP SCHEMES:-
1. MERIT AWARDS:
Scheme is for brilliant students in approved public boarding schools recommended by school heads based on their performance at an end of term examination conducted by the school.
- The number of awards for each school is dependent on the number of approved programmes and the number of streams per programme .
- The best two students in a stream from each programme are selected for the award.

PACKAGE:
- The package for this award is the payment of approved feeding fee.
- The award is not transferable to another school as it belongs to the school.
2. PRESIDENT’S SPECIAL INDEPENDENCE ANNIVERSARY AWARD:
A special merit award given by His Excellency, the President, annually to the best twenty students admitted to senior high school. It is based on their performance at the Basic Education Certificate Examination. Each region has two awards, one for best male and one for best female student
COMMONWEALTH AWARD
WHAT IS IT?
- For Postgraduate studies in Commonwealth Countries
- Administered by Commonwealth Secretariat in collaboration with Scholarships Secretariat
- Be Ghanaian Citizen
- Resident in your home Country
- Must be working in the Public Service
- Must have First degree with 2nd Class Upper or better
- Should not be more than 35 years for Masters programme and 45 years for Doctorate or Ph.D.
- Must have 2 years Post National Service Working Experience
- Course should be relevant to national development
- Obtain Preliminary Application forms from Scholarships Secretariat
- Attach Admission letter from the relevant Universities
- Research proposal and Study plan
- Screening interviews for qualified applicants are conducted for purposes of short listing.
- Selection and award by relevant Commonwealth Secretariat
- Tuition Fees
- Monthly Stipend
- Thesis Allowance
- Air ticket to and from place of study
- Award Package is fully funded by Commonwealth Secretariat of the relevant country.
3. FOREIGN LANGUAGE PROFICIENCY PROGRAMME
BACKGROUND/DESCRIPTION
It is an award instituted for modern language students of local public tertiary institutions (UG, KNUST, UCC, UEW and GIL) to undergo a six-month or one-year language proficiency programme in countries with which Ghana has bilateral agreements.
Thus students offering French are sponsored to go to Benin and Togo; those offering Russian to Russia; those offering Spanish to Cuba; those offering Arabic to Egypt; and those offering Swahili to Tanzania in the case of French, students from KNUST, GIL and UG undergo the programme in Benin for nine months, whilst those from UEW and UCC do so in Togo for six months in two batches. Students studying the other language are all drawn for UG. The award packages includes the following:

- Tuition and accommodation fees (vary from country to country and year to year)
It is award for third year Ghanaian students pursuing Modern Languages in the Local Public tertiary institutions
REQUIREMENTS
- Nominating letter from Institution of study
- Medical report
- Request for application forms
- Vetting of forms by Academic Registrar and Submission for processing
The institutions concerned are given quotas each year on the basis of which they apply for forms (application and bond forms) for completion by their nominees. Completed forms are then vetted by the university authorities and submitted to Scholarships Secretariat for processing and issuance of award letters.
WHEN TO APPLY
Between January and May each year.
4. LOCAL TERTIARY SCHOLARSHIP AWARDS
The Scholarships Secretariat administers five (5) types of scholarships for local Public Universities and Polytechnics.
TYPES OF AWARD:
The awards include:
- Thesis grant for postgraduate students
- Bursary grant for postgraduate students
- Long course allowance for medical students
- Disability allowance for physically challenged
- Hardship allowance for needy students
Thesis: This is a grant paid once postgraduate students of Public Universities. Allowances are graduated according to programme or course offered.
ELIGIBILITY
- Be a Ghanaian Citizen
- Be a registered regular full time postgraduate student of a local Public University
- Sandwich and distance learning students are not eligible to apply
- Fee paying students are not eligible to apply
- Students on sponsorship as well as those on study leave with pay are not eligible to apply
- Universities concerned request for application forms each academic year from the Scholarships Secretariat
- Eligible students application form from their institutions for completion
- Completed forms should be sent to the Registrar academic (Graduate School) for Vetting and endorsement.
- Completed application forms as well as signed list of applicants should be submitted by the Registrar to the Scholarships Secretariat for processing
Payment of graduated allowances to PhD., M. Phil and Masters/Postgraduate Diploma students working on their thesis.
Duration: The One academic year
B). BURSARY GRANT
Bursaries are paid uniformly across board annually to mitigate the course cost of postgraduate students.
ELIGIBILITY
- Be a Ghanaian Citizen
- Be a registered regular full time postgraduate student of a local Public University
- Sandwich and distance learning students are not eligible to apply
- Fee paying students are not eligible to apply
- Students on sponsorship as well as those on study leave with pay are not eligible to apply
- Universities concerned request for application forms each academic year from the Scholarships Secretariat
- Eligible students application form from their institutions for completion
- Completed forms should be sent to the Registrar academic (Graduate School) for collection and vetting.
- Completed application forms as well as signed list of applicants should be submitted by the Registrar to the Scholarships Secretariat for processing
Payment of grant annually
Duration: The award covers the entire normal duration of a programme.
C). LONG COURSE ALLOWANCE FOR MEDICAL STUDENTS
This is a grant paid to medical and dental students in their clinical years after their first degree (Human biology). It is an incentive on account of the relatively longer course duration.
ELIGIBILITY
- Be a Ghanaian Citizen
- Be registered and duly admitted into the clinical school
- Fee paying students are not eligible to apply
- Medical schools of universities concerned request for application forms each year from the Scholarships Secretariat
- Eligible students application forms from their institutions for completion.
- Completed forms should be sent to the Registrar Academic (Medical School) vetting and endorsement.
- Completed forms as well as signed list of applicants should be submitted by the Registrar to the Scholarships Secretariat for processing.
Payment of grant annually
Duration: Long course is valid only for 3 years of clinical study.
D). Disability allowance for physically challenged
from the Scholarships Secretariat.
b. Admission to Schools outside the 3 Northern Regions.
c. Parent/Guardians apply by completing application forms designed specifically for that by Scholarships Secretariat
d. Forms should be endorsed by school Heads and District Chief Executives of their District of origin before submission to the Secretariat for processing.
PACKAGE:
- Payment by Government of the approved feeding fee
- Payment of final examination fees for examinations conducted by the WAEC and Technical Examinations Unit of the GES.
E). HARDSHIP AWARD
Intended to provide financial support to brilliant but needy students who hail from regions outside the three northern regions and whose parents/guardians are financially handicapped.
ELIGIBILITY:
Open to all students in approved public schools whose parents are financial distressed.
ACCESSING THE AWARD:
- Parents/Guardians collect forms from the Scholarships Secretariat for completion.
- Forms should be Endorsement by school Heads and DCEs.
- Payment of feeding fee of students admitted into approved public schools as boarders.
- Award is transferable with the holder to another approved public boarding school.
5. BILATERAL SCHOLARSHIPS
BACKGROUND/DESCRIPTION
These are based on bilateral cooperation agreements between Ghana and friendly countries, namely, Russia, Czech Republic, China, Cuba, Morocco, Egypt, Algeria Turkey and others as may be communicated to the Scholarships Secretariat. Notification of the awards (which cover a wide range of subject areas in the sciences, technology, humanities and social sciences) are given each year by the countries concerned, through Ghana’s Ministry of Foreign Affairs and Regional Integration. The offer is then advertised and selection panel constituted to interview applicants.
Funding responsibilities are shared between the award offering country.
ELIGIBILITY
- Be a Ghanaian citizen resident in Ghana
- Must have genuine Birth Certificate
- Undergraduate students must have senior high school certificate with a minimum aggregate of eighteen (18)
- Not be above twenty- three years of age
- Be Holder of senior high school certificate issue within the last three years
- Must have bachelor’s degree with 2nd class upper or better.
- Must have at least two (2) years post national service work experience.
- Should not be more than 35years of age.
- Postgraduate students should not be more than 45years of age.
- Offer is published in the National Dailies.
- Students can apply by way of written application letter with copies of school and birth certificates.
- Students must indicate preferred course and contact addresses with phone numbers.
- Applicants must attend selection interviews as advertised.
- Awarding Country provides Tuition fess and other allowances
