Scholarship Description
The Turin School of Local Regulation is pleased to announce the official launch of the XVIII Edition of the International Summer School on regulation of local public services.

The Summer School is mainly addressed to final year undergraduate students, graduates and official of the Public Administration (municipalities, counties, regional bodies) and regulatory agencies staff.

The School is designed to offer two weeks “full immersion” in user charges regulation of local public services (e.g. waste, water, public transport, district heating, sport facilities). Qualified students and officials have the opportunity to study in depth some of the most relevant issues for regulation, tariff setting and management of local public services, either of environmental interest or not.

Eligibility
Admissions must be as one of these two profiles:

• Profile A candidates (from established EU countries and OECD countries); or
• Profile B candidates (from new EU countries and non-OECD countries)

Only candidates admitted under Profile B (i.e. developing countries) have both full funding scholarships and free accommodation.

Selection Criteria:
Curricula are evaluated on the basis of three main criteria:

1. relevance of applicant’s studies and professional experience / current job position to the topics of the Summer School programme
2. balanced geographical distribution of selected participants (OECD / non-OECD members; distribution per continent; inclusion of applicants from Countries non represented in the previous editions)
3. balanced distribution of educational background (e.g. economics; environmental engineering; law; public administration; …)

Moreover, in the case of curricula with similar score, also some attention is given to the selection of profiles with expertise in different sectors relevant to the domain of regulation of LPS (e.g. water cycle, waste, energy, …).

Fields of study
The School is designed to offer two weeks “full immersion” in user charges regulation of local public services (e.g. waste, water, public transport, district heating, sport facilities).

The programme is designed as an intensive workshop, combining theoretical and practical modules.

More specifically the course is articulated in three parts:

• theoretical module
• industry analysis
• case studies (with a virtual regulatory final report prepared by attendants)

Number of awards
Due to a limited number of available places, not all applicants on the ISS reserve list will be included in the class of 2015. However, those on the reserve list will benefit from a 25% off discount for attending one of the courses in the Executive Education Programme.

Scholarship benefits
Selected participants can benefit from very low registration fees; free registration from non-OECD countries and new EU member States.

Registration includes 2-week free accommodation in Turin.

Method of Application

The Turin School of Local Regulation (TSLR) is a network initiative promoted by Foundation for the Environment that intends to offer an international high-level research, education and capacity-building experience.

The School adopts a policy-oriented approach, with the aim of spreading the culture and instruments of regulation and regulatory reform at local level, connecting academic research with local policy- and decision-makers.
